        (Photo/CGTN)BasedonHongKong'scurrentsituationandoutlook,theeconomicsituationinHongKongwillstillbegrimduringtherestoftheyear,saidPaulChan,theHongKongSpecialAdministrativeRegion(HKSAR)'sfinancialsecretary,inapressconferenceonThursday.TosavetheAsianfinancialcenter'seconomy,TheHKSARgovernmentannounced14reliefmeasuresthatwillcostabout19.1billionHongKongdollars(2.44billionU.S.dollars),helpingcompaniesandindividuals.StimuluspackagetorelivecompaniesandindividualsStudents,low-incomefamilies,andsmall-andmedium-sizedenterpriseswillbenefitthemostfromthestimuluspackage.Salarytax,taxunderpersonalassessmentandprofitstaxfor2018-19willbereducedbyupto100percent,comparedtotheplanned75percentpreviouslyannouncedforthisyear'sbudget.Thetaxcutwillbenefit1.43milliontaxpayersandwillcosttheHKSARgovernment1.84billionHongKongdollars,Chanestimated.About1.33millionofthemwillnotneedtopaytaxesanymore.Also,27typesoffeesandchargeswillbewaivedtobenefitsmall-andmedium-sizedenterprises.Chanexpressedbeliefthattheslewofeconomicstimulusmeasureswillleadtoa0.3percenteconomicgrowth.PooreconomicoutlookputspressureonHongKongTheHongKongSpecialAdministrativeRegion(HKSAR)governmenthasloweredtheGDPgrowthforecastfor2019to0-1percentyearonyear.Atthebeginningofthisyear,theHKSARgovernmentpredictedthattheannualGDPgrowthratewouldbe2-3percent.However,theGDPgrowthrateofthefirsttwoquarterswere0.5and0.6percentrespectively.Eventhoughthesecondquarter'sGDPgrowthrateseemsfirm,butitislessthanexpectedandaseasonaladjustmenthasmadethefigurelookbetterthanitactuallyis."Itseemssimilartothefigureofthefirstquarter,"saidChan,"Butthinkaboutit,ifweconsiderseasonaladjustment,therealgrowthisactuallyminus0.3percent."EconomydownamidprotestsReadmore:HongKongsharesslumpalongsideotherAsianstocksamidcity-widestrikes"SinceJune9,theviolencehasescalatedandtakenaheavytollonthesociety.HongKongisfacingthemostserioussituationsinceitsreturntothemotherland,"saidZhangXiaoming,directoroftheStateCouncil'sHongKongandMacaoAffairsOffice.AccordingtoHongKong'sLandRegistry,monthlyresidentialbuildingunitsalesfellinJunebymorethan43percentto4,627,downtoafour-monthlow,whilefirst-handresidentialsalesslippedto1,111units.AccordingtoIHSMarkit,HongKong'sJulywholeeconomypurchasingmanagers'indexplungedfrom47.9thepreviousmonthto43.8,thelowestsinceMarch2009,asbothoutputandnewordersfell.TheHangSengIndex,themainindicatoroftheoverallmarketperformanceinHongKong,hasalsodroppedmorethan3,000pointssincethebeginningofJuly.Technologycompaniesdominatedthisyear'sFortune500listreleasedonMonday,withApple,Amazon,Alphabet,Microsoft,andIBM,amongothers,allinthetop50.Appledroppedfromlastyear'sNo.3tothefourthplacedespitea6percentgaininannualsales,butitledthewayinprofitswithmorethan48billionU.S.dollarsinnetincome,accordingtothelist.Amazoncrackedthetop10forthefirsttime,continuingitsremarkablegrowthrun:Saleshavejumpedsome70billiondollarsintwoyears.Amazon'senormitystemsfromitsroleasthelargestU.S.digitalretailer,thefastest-growingpartofthemarket.Sharesofthecompanyrose0.35percenttotradeat1,579.91dollarsapieceinearlytradingonMonday.Apple,Alphabet,Microsoft,andAmazonwerethetopfourinmarketvalueasofMarch29thisyear,accordingtothelist.TheyarefollowedbyBerkshireHathaway,Facebook,andJPMorganChase.Fortunerankstheworld'stopcompaniesbyrevenueeachyearand2018marksthe64thrunningofthelist.Thisyear'sFortune500companiesrepresenttwo-thirdsoftheU.S.GDPwith12.8trilliondollarsinrevenues,1.0trilliondollarsinprofits,21.6trilliondollarsinmarketvalue,andemploy28.2millionpeopleworldwide.Walmart,ExxonMobil,BerkshireHathaway,Apple,UnitedHealthGroup,McKesson,CVSHealth,Amazon,ATT,andGeneralMotorsmadethetop10thisyear.Amongthem,ExxonMobilandGeneralMotorshavebeenonthelisteveryyearsinceitstartedin1955.  

        GlobaleffortaimstofinddiseasevectorsthatcanjumpfromanimalstohumansChinawillhelpleadaprojecttoidentifyunknownvirusesfromwildlifetobetterpreparehumansformajorepidemics-ifnotglobalpandemics.Theprojectistobelaunchedthisyear,accordingtooneofthecountry'stophealthofficials.TheGlobalViromeProjectwillstartinChinaandThailandwithfieldworktocollectsamplesfromwildanimalsandanalyzethevirusesdetected,saidGaoFu,headoftheChineseCenterforDiseaseControlandPrevention."Scientistswillcollectvirussamplesfromanimalssuchasbatsandratsforstudyusingtechniqueslikenextgeneration(DNA)sequencingtofindwhethernewvirusesexist,"hesaid.Theproject,estimatedtocostupto$1.2billion,isexpectedtotake10yearsandinvolvesmanycountriesincludingtheUnitedStates,BrazilandNigeria.Throughmoreintensiveandextensivestudyofvirusesfromanimalsthatcouldinfecthumans,itmaybepossibletodealwithvirusesusingpreemptivecontrolsandpreventioninsteadofpassive,reactivemeasures,Gaosaid."Weallknowtherearealmostcertainlynewvirusesthatcouldcausethenextglobalpandemic,butbasedontheexistingearlywarningcapacityfordiseases,wedonotknow,forexample,whichviruswillcauseanepidemic,"Gaosaid."Wearesurethatnewvirusstrainswillappearinthefuturealongwithchangesinourecology,environmentandhumanbehaviors."Forinstance,humans'abuseofantibioticshasleadtothepotentialdevelopmentofsuperbugs."Therearemanyviruseslivinginwildanimals,sowecanidentifyvirusesandthoroughlystudythosethatcouldpasstohumans,"Gaosaid."Ideallywecandevelopvaccinesandadiagnosisforsuchvirusesevenbeforetheycausehumanepidemics."Itisknownthat263virusescaninfecthumans,butscientistsestimatetheremaybemorethanhalfamillionvirusesthatliveinbirdsandmammalsandthatareunknowntohumansthatmaybecapableofinfectinghumans,andtheyaretheprimarysubjectoftheproject'sresearch,Gaosaid.Evenifalargenumberofsuchunknownvirusesareidentified,itispossiblethatjustasmallfractionofthemhavetheabilitytocausemajorepidemicsthatcausehumandeaths,hesaid.However,consideringthehugecostofamajorepidemiclikeSARStohumanhealthandeconomies,thefindingsoftheprojectstillhavethepotentialtogreatlyreducelossesthroughimprovedearlydiagnosisandidentificationofhostsvulnerabletoanewvirusafteranoutbreak,accordingtoGao.AsimilarprojectcarriedoutbytheUSAgencyforInternationalDevelopmentprovedthefeasibilityoftheGlobalViromeProjectandprovideshelpfulexperience,hesaid.TheUSAIDproject,knownasPredictandlaunchedin2009,withChinaaparticipant,ledtofindingsofmorethan1,000virusespreviouslyunknowntohumans.Theprojectcostwasover$170million,hesaid.SomeofthetechnologiesusedforthatprojecthaveprovedreliableandeconomicallyaffordableandcanbeusedfortheGlobalViromeProject,Gaosaid.  Beijinghasunveiledathree-yearactionplantofurtherreformandexpandthecity'sserviceindustry,themunicipalcommercebureausaidThursday.Theplancameupwith190specificmeasurestoopenwiderineightfieldsintheservicesector,includingscienceandtechnology,internetinformation,finance,education,culturaltourism,healthcareandprofessionalservices.Newmeasureswillbetakenintheprofessionalservicefieldtostrengtheninternationalcooperationofprofessionalserviceorganizationssuchaslawfirms.Byeasingrestrictionsandallowingwidermarketaccessforoverseasinvestors,Beijinghasseenagrowingnumberofnewforeignbusinessessettled,includingToyotaFinancialServicesandBMW'snewsubsidiaryfordigitalsolutions,saidYanLigang,headofthebureau.Thecity'sactualuseofforeigncapitalwas8.59billionU.S.dollarsinthefirsthalfof2019,with755foreign-fundedenterprisessetup.Theaddedvalueoftheserviceindustrymadeup82.8percentofthecity'sGDP.
